Building Regulation Part F 2010 came into force in October 2010, with new legislation that require tighter control on which  ventilation systems are installed, the level of competence in the installation and performance of the system and regulations for the commissioning and handover information. Almost all ventilation installations are notifiable to Building Control unless they are carried out by a person registered under a competent person self certification scheme.

The Department of Communities and Local Government (DCLG) have appointed Building Engineering Services Competence Accreditation (BESCA) to operate a Competent Person Scheme for England and Wales. The competent person scheme has been introduced by the Government to allow businesses to self-certify that their works complies with Building Regulations as an alternative to submitting a building notice or using an improved inspector.
